@d3v: Yes the regs are stupid. No, pedestrians have an absolute right to use the road. Drivers always have a responsibility not to hit pedestrians - just the same as it's poor practice to collide with other cars.

@syaieya: Share the road. As the driver you control a deadly object and have a responsibility not to injure others. Of course, if you're confined to a wheelchair and never need to cross a street, I suppose your point of view is more understandable.
