I know how snow removal works. The problem with a large municipality is balancing a budgetand balancing how often something is needed as well as space, efficiency of the equipment versus overall cost, workforce overtime, the list goes on.

Yes. More than once. NYC public schools almost NEVER close, which can be quite frustrating for the teachers as a large percentage live outside of the 5 boroughs. Those who drive have a hell of a time finding parking while those who commute by train get boned because the MTA shuts down WAY before the schools.
NYC probably has more resources to remove snow then any other city in the nation. Ask my wife who teaches in NYC who has had to go in the next morning after a 2 foot dumping.
