Dark Souls 2 is not a particularly scary game, especially if you have anyone to guide you through it. I think you are viewing the game through the skewed lenses of the Souls series fame, but DS2 is very different from the previous games. There is no pitch black for example.
I'd beg to differ. I grew up with Brothers Grimm stories, the original ones, and now I find them rather gruesome, but back then it didn't feel like that. And of course when I have a kid, I'll read Brothers Grimm stories to him or her, and I'll let it play games like Dark Souls 2. It's all fine.

It doesn't have these shadows. The earlier article linking to another video about how awesome the PC port is showed that the shadows are the same as in the PS3 version.
The Souls games have always had lower quality graphics compared to other games. They also have smaller budgets, and are aiming at selling less copies than other games. This enables them to make an actually good game because they don't have to sacrifice quality to please unreasonable amount of people.
