Because it’s one of the funnest games to clown around in with friends? Not many other games you can get 3-4 of your friends together and have sandbox city mayhem + other game modes etc. Also the casino blackjack is pretty fun.

Licenses, thats how. Only one game a year comes out with your favorite stars and slightly altered stats. You want a Football game to play with your friends its Madden or bust.
