Did Riot ever end up sticking to that schedule where they said they’d be decreasing the costs of ‘older’ champions after they’ve been out for X amount of time? (not the first week price hike— like lowering a 6300 down to 3150)

Oh for sure, I think Heroes / League have much better gameplay. But it’d be nice to have access to the full roster for both of those and then just pay extra for cosmetics instead of having to wait and pray they are in the free rotation.

It was mostly just a poke about the way you unlock characters. In League/HOTS, you can either spend a really, really long time grinding the IP/gold needed to buy a champ, or pay money for it.
