According the the Portland PD history page, Detectives in the Portland PD became the equivalent to the rank of Sgt effective in 1996, which makes the three of them the same rank.

So if this rank structure remains the same then Nick and Hank, by virtue of being detectives, are basically Sergeants themselves and of equivalent rank with Sgt. Wu. So neither has authority over the other. Such a rank structure makes sense making Wu the patrol supervisor and not necessarily part of Hank and Nick's

LA uses an interesting rank structure whereby detectives basically supervise themselves. They have three separate detective ranks, Detective I, Detective II and Detective III. II and III are supervisory positions.
