That's news to me. I've never submitted a cover letter and have never worked in fast food/retail/coffee.
Is being able to write, reading job postings, and researching companies part of the person's job duties?
The fact that you're pawing through 200 resumes means you don't know how to screen properly. Make the candidates screen themselves, and ignore the crutch of the resume/cover letter.
Resumes are unnecessary, period*: they do not tell if a person can do the job, nor do they indicate whether the person will get along with the team.
...interesting; so if the best employee you could ever hire in terms of skills, ability, Getting Things Done and getting along with (and bringing out the best of) the rest of the team failed to include a cover letter, you would automatically disqualify that person?
