Actually the Touareg handles better then most cars, its offroad capability is well proven all the while providing luxury that is Mercedes class. The only bad part of the Touareg is having to suffer VW dealerships.

The technology that was developed to accomplish this will more then offset the cost and I would rather see government money spent on science then building more weapons.

Here where I work we solved this problem, we call the local tow company, takes them less then 5 minutes usually to send a truck.
