What about a work-related type program? Where if you have a job you can keep it if not they find you a Labor Ready type job until you can secure your own employment. Once you caught up you can be released and as long as you stay on top of your payments nothing will be put on your record.

They do all the garnishing you are speaking of. What happens when there is nothing to garnish? I do agree jail is not an effective way to deal with this but what is the alternative?
