Parsing who is to "blame' and who will pay should be secondary to making sure that everything that can be done is done to minimize the destruction. Unfortunately it doesn't

@ArmoredCavalry: I should have said he knew about it ahead of time and could have moved the fleet out to sea and taken other steps to minimize the damage caused by the attack. He chose not to in order to draw America into the war in Europe.

@acemannw: Roosevelt knew about the attack on Pearl Harbor ahead of time and let it happen in order to get America into the war in Europe which had already been going for 2-1/2 years.

@Biapilotaceman: actually I had algebra in junior high, but college is where I last took math as a class, hence where I would have last had it inculcated into my brain. Point being, it's been a while since I studied math AT ANY LEVEL. But thanks for pointing that out.
