If you find a bobblehead, it automatically gives you the Perk Stat boost. Play about 50 more hours and your questions will be answered. Its not a hold your hand game, its a decide how you want to play. You could survive through the whole game, every quest with out ever understanding bobbleheads.
Why do you feel that the game needs to virtually “hold your hand” and explain all its mechanics. If you take the time, and experiment through trial and error when a new feature is presented or mentioned by an npc or in the message box in upper left hand corner; you’ll figure it out.
