Hoy more or less established the belief that if you're a sensate and running around off blockers, you're probably working for BPO. But BPO is evidently the source of blockers, so unless every cluster has a Kala or Riley's shady connections, they must be getting them from BPO.

It doesn't matter that Will was on blockers, Whispers should have known immediately that Will was physically present regardless of the outcome of attempting to visit – he'd either start to experience the room from Will's perspective or do the mental math to realize Will was both blocked and present.
