Iv'e worked on telephone poles for about 10 years and there is no way that only that tape is holding that pole, considering the tape wouldn't be able to hold the feeder line on the pole, I bet the cable and strand are holding the pole up in the air, and the tape is keeping it from swaying back and forth.
