When she says 'rape-rape' she means in the traditional sense, the sense that we apply to adults. The reason she uses this is to distinguish from the term 'statutory rape' which does not have the same requirements for prosecution and is an automatic call based on the age of consent.

Guys it's a bit of both, some guys prefer mature bodies (which some minors do have relative to their peers and comparable to older girls) and some guys prefer neotenic bodies.
