I interpreted "three tile moat" as "this green line is equivalent to a gap three spaces wide, which will prevent pawns, knights, etc. from getting across." Thanks for the sweeping generalizations though...

I'm not exactly sure what a three-tile moat signifies, but I'm pretty sure rooks can move eight spaces, all the way across the board. Rook still takes rook, first three moves.
