The difference between the two is that Shatner did a bunch of very popular things, and normal people are familiar with his work. He’s a big personality, but his work (mostly Star Trek) is arguably bigger than him. I think most people are more aware of the Herzog persona than they are of his actual movies.
Slightly different eras. They crossed over, but Meyers was closer to the Carvey/Hartman era. Plus Sandler’s crew all started as standups instead of sketch performers, and I think that’s a big deal among comedians.

I think it’s a combination of the movie not being very good, people not liking Jerry for his political opinions, people being disappointed that Jerry hasn’t produced anything good since the sitcom, and people who want you to know they never found him funny. It’s a perfect storm for lots of people to dunk on it.
I think it’s telling that so many of Korine’s other films are referenced and recounted in this review. You really need to consider this in relation to them to get any meaning out of it. The ravioli bit felt like it was from another movie. It didn’t fit with the rest of the jokes. I feel like every joke was just “to pad out runtime.” It really seemed like Seinfeld just wrote jokes until they had enough for a 90 minute movie.

It’s weird that Seinfeld couldn’t find someone to direct since seemingly every comedian was in the movie. David Wayne or Michael Showalter probably would have been able to do a good enough job.
