Plan Two... huh. I worked on Johnston Island for five years (go Team JACADS!). While any airbase in the middle of the ocean would be better than nothing, JI in the 1940s was barely large enough to hold a squadron of bombers... not sure how much it would have helped the Japanese invasion of Hawaii.
