Yeah that’s not happening. The cost cap will be such that smaller teams won’t be able to spend that amount. It’s really a measure to not let the gap get out of control more than it already is. And the top teams don’t blow through money, they spend more for added performance.

Nearly the entire budget of Brawn’s 2009 season, not just the base design, was effectively covered by Honda. And most of the team personnel didn’t change, so Brawn was Honda, just with different branding and a lower 2009 season budget.
Thinking that because of Brawn, a small(er) budget team like Racing Point may be able to find their way to the front shows a (common) misunderstanding of the history of the Brawn BGP001.
