Ferrari pitted Vettel first because there was a legitimate threat that they would get undercut by Verstappen. They ensured a 1-2 by their decision. The fact that Leclerc was the ‘victim’ of this strategy is unfortunate for him, but he’ll get over it. And so should everyone else.

Hulk is probably looking at that second Alfa seat. Williams needs money, from either perspective Hulk doesn’t make a lot of sense there.
