They are "voluntary", duh! Besides some of the players don't live in the cities/states where their teams are based in. So in the off season they go back home and may not want to necessarily come back for every voluntary team activity. Doesn't mean they aren't working out at home.

Everybody blaming him for not reading his contract, ask yourself this "when was the last time you read the TOS of a website/application you used?" This is why players have agents.

It's probably for salary cap reasons. Teams do all kinds of crazy financial shenanigans to get around the cap. For example, everybody says "pro bowl doesn't matter" but guess what? Some players contract include escalators based on how many pro bowls they are selected for.
