They could totally take it off, these things are modular in nature. A hole in the roof is not a turret nor will it ever be, sure if you build a sitting place up there that rotated and armor all around it and a mount for a large gun then sure you'd have the same thing and you'd probably be arrest as soon as someone saw

I think your missing the point, this is a machine designed for WAR, not protecting the citizens. And that turret is designed for heavy machine guns, not a tiny rifle. Its all about the message they are sending. Cops and it's citizens should always be on a somewhat level playing field, and this starts a slippery slope

Also it probably wouldn't be such a big deal if they didn't keep the turret on it, turret = armored area to gun people down, no turret = troop transport. It goes from a offensive vehicle to a defensive vehicle without that turret.

That turret up top is usually used for high powered machine guns, you know the shit that can slaughter whole waves of troops behind a freaken wall. last a checked turrets didn't need a gun mounted on them to be a turret, however it does have a mounting point for several types of guns or just a dude with a gun to sit up there
