I believe it only means a certain amount can be hooked into the grid per year... You can install and use the power directly yourself, but without batteries you end up losing a lot of the power.

Something along the lines of power stations weren’t meant for output not input so it takes a certain amount of infrastructure/system changes to keep up with all the extra input and input sources so they have to limit the amount that are added every year to keep up...I think.
