I saw the answer to this on TV one time. There is a mirror on the other side of the track that is in the camera frame and captures them from the other side and makes a sort of 3D image. It's more precise than overhead.

Are you speaking of Google Maps as a whole or just Google Maps on iOS. In case you are uninformed, Apple made Google Maps on iOS so it's lackluster qualities were not necessarily Google's fault.
