I'm guessing the people that use the phrase generally also portray a bunch of other behaviors that Tom finds douchey, so when he hears "deuces", he associates a bunch of other negative behaviors with that person. I don't know much beyond that...

Basically, it's when people do the peace out sign. Since it is a two finger gesture, people also refer to it as deuces.
