That is what we are headed towards.  GPS tracking of all cars, all of the time.  Mileage is sent in quarterly; taxes paid quarterly.  There will be mission creep from the tracking for taxes: speeding tickets, tracking for advertising/actuaries/adultery/whatever they can think of.
