You have to steal them from the army base. It's quite easy to do.
One of my favourite hobbies in GTA online is to get the Buzzard helicopter and take out people in jet planes. There's a really cool trick to bringing them down easily. One is a defense that makes it impossible for them to hit you with missiles, the other is attacking that chips away at them. Great fun!
