When you have chutes, the stage will be at the whim of any strong gust of wind. With grid fins and directed thrust, you can pinpoint that thing within a yard. Gravity, mass, velocity, etc is a LOT more predictable than the weather.

The shuttle wasn’t dead weight. It had engines with a great degree of freedom, and it also had the massive fuel tank as a counterweight to the weight of the delta wings, gear, humans, etc. A straight up rocket (like the Falcon 9, Saturn V, etc.) cannot support anything asymmetrical.

You can’t have a non-symmetrical weight on a rocket, like a landing gear, or wings.
