I see it as when racist ass folk and their enablers are rife within the system they ARE the system. They shape the structures, rules, and regulations with their life philosophy. They determine when or if policy is applied fairly.

Seattle has a racist cop problem for certain. There are plenty of officers who are not racist but they don’t do shit to stop the racist fuckers internally.
