Can anyone explain from a logic point if view why any farm related group would oppose anything that might help bees? As I understand it bees are one if the most important tools used in agriculture I would think the farming industry in general should be panicking over bee collapse.

It is targeted. It is the responsibility of the President and his staff to understand every direct consequence of an action they take. It should be assumed that they are aware that the listing of the bee will be blocked, and are approving that.
