Only in the leanest sense, yes, the chip "changes" the personality exactly how turning up the volume "changes" a song. It just makes it louder. Personally, I've never had anybody ask, "Hey, what was that song we were listening to a second ago? The one right before you turned it up?"

They already said it gives you the full knowledge of ALIE 2.0 and amplifies the personality of the host. That's not an assumption; they said it in one of the episodes. Probably episode 8 or 9.

PREDICTION! So now that ALIE is back in space, once the characters find out there's like a 50/50 chance they'll find nuke and launch it into the space station, killing ALIE in the process but bringing along a second nuclear holocaust. I mean, that almost HAS to be where this is going, right?

It wasn't foreshadowed. Although as a character she might have seen it coming, the audience did not. I think it was a poor line to use myself because that's a line that's almost always used as a voice for the audience and it simply doesn't fit here.
