It’s pretty challenging to pull together thousands of tons of space junk, even assuming you can do it without spending tons of propellant in the process. A rotating skyhook also means you need to firmly lash all that stuff together, or it’s going to get accelerated apart at one end of the skyhook.

Real reason: if you tell them something in response to that question it’s admissible in court.

They ought to already. Surely that is a prerequisite of their job, telling someone the reason they are being questioned? It seems like a really super fucking basic part of law enforcement. I bet cops are up in arms about having to meet the minimum requirements of their job.

This is very true, in Norway they won't even drive after a single drink.  Work gatherings with alcohol had a shuttle to pick up and drop everyone off, just a completely different mentality
