It looks like the ability to kill the driver was a primary concern. The wheels/frame fit ever so nicely under that barrier.

I'm not sure it is correct from a legal standpoint, but it sure seems like they'd take a publicity hit the next time Tor is hacked/cracked/bugged/gassed and people realize their traffic wasn't properly annonymized.
