I didn't think Trigun was terrible, but like you I didn't make it far into the show (maybe I'll give it another shot). I just really didn't find it all that interesting nor did I like any of the characters all that much.

But if basic research reveals they are ineffective and unnecessary, then there is no actual "rationale/reason" in travel bans. They are just policies that needlessly feed into people's unfounded fears, and we need less of that kind of fodder.
