For me, it can both mean a positive embrace of cars and things car-related as a hobby and a culture where cars are a huge part of the culture because they are a necessity to get around, resulting in stuff like drive throughs and drive in cinema.

Not sure why you bring up the WB or IMF. People working there would have to pay between 1-3 annual salaries to afford those cars. And getting some $150,000-200,000 a year by the time you are 40 sounds a lot, try supporting a family with that in DC or surrounding areas. In most zip codes you are barely median income.
