    True, but that will take time. Better to make a quick PR move and fire the underlings then deal with the actual problem without as much scrutiny. Find somone else to take over and move out any problems and have a seamless transition and not lose money.

    True, but it takes time. Much easier to fire these people then deal with the owner. Quick PR move to sooth the public. And then deal with the actual problem that will take longer and more lawyers.
