He does, if they’re flying military. He’s the Commander-in-Chief, and there’s ample precedent (going back at least 120 years) that he can order the military to do just about whatever he wants, and Congress has very limited means to stop him.

Actually, two pleaded guilty to tax fraud and bank fraud (Manafort and Gates), and two to lying to the FBI (Papa-whatever-the-fuck-his-name-is and Flynn).

They’ll get paid. It’s highly unlikely anyone will lose any income over this shutdown.  If Congress doesn’t appropriate funds for back pay during the shutdown, it’ll be the first time they haven’t.

One key point being that VAWA is primarily a funding vehicle providing grants for local programs and shelters. So this impacts future grants...but grants already awarded aren’t affected. Plus, DoJ’s contingency plan explicitly keeps the Office on Violence Against Women operational as long as they have money left over
