The M12 shared nothing with the W8, it had some design cues from the WX3, but it was essentially a stretched diablo chassis with a chopper glass body.

The Excalibur isn’t a missile, it is a GPS guided artillery round, they cost about $80k a piece and they have an extraordinarly high dud rate (1 in 3 last I heard) AND it has to be fired at high angle.

Why not? The city represents another angle to standard training.
