No, the point is that 0 C isn’t some magic number that can tell you conditions. It can be 10 C in March and the lakes will still be frozen. Likewise, it can be -10 C in October but the ice won’t be near thick enough to walk on, if there’s any at all.
I don’t think it’s about applying for jobs that you have no shot at, it’s more about recognizing that most jobs won’t have a perfect candidate who fills all of the qualifications, but you might be able to fit a particular niche that they need.
