Apparently Steam has 125 millions active players. The PSNetwork counts 65 and XboxLive has 48 millions active players. Nintendo seem to have ~25 millions but not sure if those are active. *All sources can be found in a few clicks.

That’s actually exactly what you can do. When you log in, any character that’s over level 20 will have an “Inactive” tag next to it, disallowing you from logging into it. But you can otherwise access any pre-level 20 character and browse the server lists.
