Well we do not know when Saw’s injuries occurred (or did I miss that too?) and he is apparently able to run a Guerilla campaign against the Empire’s transport ships, seems like he would have to financial backing from someone.

I really find it hard to believe that Luke as part of an illegal rebellion has vastly more resources than a leader of an illegal rebellion. It was a shortcut taken by the writers because they did not want him to live because he had seen the message.
