Problem is, it'd probably take a lot longer for them to make this Persona-themed Etrian Odyssey game on Vita, since there's not been any other EO games on the Vita. Here they can just use a modified version of the EO4 engine, and are used to working on the platform.

Nintendo typically makes sure they have one great game to launch with each console - it's likely that they time the console release for when that first game is finished. 3rd party companies do not have the luxury of delaying a console launch to get their great game out.
