Squeenix specifically said that the old dude was made to appeal to Western tastes and that the game was an attempt to bridge Japanese+Western design sensibilities. Whether it was a success or not, that's what their intention was (according to them, anyway).

I'm the other way around. Skyrim's also-ran dull Tolkeinesque fantasy setting doesn't really offer anything to me, but Fallout 3 and NV for their times were fantastically compelling. Different strokes!
