I agree. If they have permits in place to operate in the city and have a presented plan about “clean up” that they adhere to then they should be able to operate. I also believe they should have more “hubs” so to speak at high traffic areas where a lot of scooters tend to be left.

Some states assume you were just being a bad citizen and not paying your registration instead of the vehicle just sitting unless you can prove with a preponderance of evidence that the vehicle was inoperable. What costs does a company like Lyft or Uber have? They are an app....that connects people. Someone gets a ride, they skim a few bucks off the top, and everyone goes about their merry way. How do these companies have so much overhead? Youve got servers to keep up, an IT team, a small customer service team....and what?
