I thought you could give &2700 each for the primary and the general, so I don’t know if the Sanders campaign will have to give the $2700 “general campaign” money back, or if they've changed the rules so that the ceiling is now effectively $5400. I would be more convinced if you didn’t have people like the $5000 guy, donating nearly twice the legal limit. Or the numerous (illegal) foreign donations. Or the mysterious, still-unaccounted-for $10 million donation.

I think extended voting and non-traditional balloting have proven to have the most impact on turnout. States with early voting - especially if it includes weekends - have higher turnout. States that do some or all of their balloting by mail have higher turnout.
