Like nearly every scene in which they are together it seems like Shae complains about their surroundings/her relationship to Sansa relative to Tyrion's/being irritated at having to be secretive about the relationship and then Tyrion feels guilty

I would go so far to say Tyrion is much smarter than she is. I'd say Jamie may be close to or even smarter than Cersei, the main difference being Jamie seems to know his limits and Cersei seems somewhat oblivious. If there is anything she has over them it's ambition and lust for power.
