Not that this is an excuse but I think it might be culturally endemic. When my friend returned from Peace Corps in Jordan in the late 90s—she also spent a couple years in and out of Egypt—she said it was a really common sight to see men walking the streets holding the hands and being affectionate with boys. She said

Oh, dear, the articles about Ankara, Iraq and Syria have been quite extensive, you’ve just not been reading them. In fact, Syria and Iraq have been on the front page of every newspaper for years not with extensive coverage of the carnage.

Wow, if the content, tone and grammatical errors of her many, many, many verbose emails didn’t already make it clear that this woman has no business being near children letting alone educate them, then this right here did:
