I think the assumption is that since he doesn't need to work he has all the free time to become a top level forensic investigator/Olympic caliber athlete/master of all know martial arts/low level psychologist

Well Lasseter isn't involved in this one (or Pixar at all) but Cars 3 existence seems to me part Disney needing to sell more Cars crap part Pixar thinking they can make an actual "good" Cars movie.

Nope, because at their core they're still Pixar movies. They're made out of a love and passion for something (Road Trips/Small Town America for Cars, old time Spy/Adventure movies for Cars 2) that is the core of all Pixar films. They just so happen to also be not very good but they're not QUTE as crass about mass

The 16 Bit bubsy games answer the question "what if we made a Sonic game but the controls were slippery as fuck?"
