I think most people miss the whole plan here, I doubt they actually care about winning this case. Their chance of winning is low. Even more so since their own statements are contradicting (CA does not need a waiver but needs to do more to fight pollution)
That is the problem with CA, the pollution IS stopped at their state. The mountain ranges isolate CA so most of their pollution gets trapped there.
