I think this is extremely unlikely. Eevee is very very popular (as is evident by having Let’s Go Eevee) and they’re unlikely to release a Pokemon without all of its evolutions. They might not be available at launch, like maybe you get a Thunder Stone from a special event, but they’ll be in.

I both agree and disagree. It’s no good to have 2 or 3 characters that are so dominant that anyone who wants win has to play. That’s boring.
