I am by no means top tier PvP, but I can confirm my 5* Ryoma (DEF+) single-handedly wins Advanced Arena matches. I relate to your statement, but am punching for a chance at Hector, Takumi, or even Kagerou (for both the waifu and PvP wombo-combo).
The PS store, states that “Online Multiplayer” requires a PS+ membership, so I would assume the single player mode does not (despite it still needing an online connection). I cannot personally confirm if this is the case.

I know it is not exactly “AG-Racing” but this game reminds me a lot of Extreme-G on the N64, and I loved Extreme-G. Unfortunately it never seems to get any love. Breaking the sound barrier on that game is one of my top video game experiences of all time. Oh childhood, how I have missed thee.

Imperial Assualt is my favorite, but I would only recommend it if you have a fun group to play it with regularly. The beauty lies in being able to level up and continue to play with the same characters through the story, but someone will need to control the Imperial army, and switching roles doesn’t really make sense…
